2. The cost of app for user is whatever you choose. You can set it to free or have users pay you. Whatever revenue you earn from the app is 100% yours. The $20/mo(when purchased annually) is for the site owner.

We take care of uploading and managing your apps on the stores. All you need is developer accounts to manage the apps.I know nothing about uploading apps to the various app stores.
